The CCNL Usage Committee is established as a volunteer group to oversee and implement the CCNL usage guidelines including but not limited to enforcing penalties for non-compliance.

 

1.      Purpose: To promote fair play according to the CCNL Constitution, create a fair and reasonable usage program to include setting up and enforcing penalty system for all teams to adhere to creating a fair and reasonable playing field.

 

2.      Composition: The CCNL Usage Committee will consists of managers appointed by the Leagues Commissioner that are in good standing and proven to understand and shown past compliance with the Constitution and usage policies:

i.       Consist of 3-4 Managers

ii.      One member to Facilitate and bring others together for meetings

 

 

3.      Duration: The CCNL Usage Committee will be evaluated yearly by Commissioner and current managers may be retained or new managers ask to join or replace current membership

A.     Meetings:

                           I.          The group meets prior to the beginning of a CCNL Season and as needed during the CCNL Season

                          II.          The Usage Committee will decide how and when meetings will occur

 

4.      Duties: Evaluate and make changes to existing Penalty Section in the CCNL Constitution. Implement penalties for over usage in a consistent and fair way according to agreed upon usage guidelines.

a.      Review Teams usage throughout the current season

b.      Implement penalty points according to CCNL guidelines

                                                    i.     Make determinations on extenuating circumstances

                                                   ii.     Annual Report back to CCNL League Members of violations and final decisions
